Winter is a 15 year public educator specializing in Special Education and Behavior Intervention in the secondary setting. Winter previously worked in the Oklahoma public schools before moving to Alaska. Upon arriving in Alaska Winter taught in the village communities of Ambler and Koztebue before she was relocated to the road system here in Homer after the state budget cuts in 2016. Winter is the 2019 National Education Association Social Justice Activist of the Year. She regularly advocates for local, state and federal policy regarding IDEA (Individuals with Disabilities Education Act) and cultural relevance and competency within policy and practice.
